I am objecting to this application As it was only meant to be temporary due to covid to allow more room for her competitors we were told
Since Covid and social distancing rules are over no need for the big marquee at all , Keysoe International already has a large cafe and seating area inside and outside and a bar area with plenty of seating

This Marquee is no longer needed as the center has now closed for competitions and is only going to be used as a training ground from now on so Mrs Stoute is advertising, so why the need for a very large Marquee

Also the first planning application was for temp use for 2 year period , which she was told to put the land back to the way it was before they built it with the bund etc

How can this be temporary if after 2 years they apply for longer use and then once that runs out they apply again and again then eventually turning it into a permanent marquee from one planning application going into another and another it will not ever be temporary, the time is up covid is no more, it needs to go.

This application for an extension of the permission should go to a planning committee to be discussed further as they then they can get together and see what is going on here, Temporary means temporary not temp to permanent

Also while this was being used over the last year or so it was often not for horse related things but parties Mexican nights etc with loud music etc which the residents do not need to hear in the countryside

I suggest the application is to be refused permission on the grounds of the scale size of the marquee and need can no longer be justified

I object to this application.

The main reason for the original application was to enable social distancing during the Covid Lockdown. This has now passed so what is the need.

The marquee has been used for several other events other than equestrian uses e.g. discos, table top sales events, private parties. These have caused significant noise and disturbance to residents affecting residential amenity well into the night. I am not aware of planning consent being granted for such events and suspect these will continue if the marquee is allowed to remain.

The owners website/facebook pages state that all competitions on the site have now stopped and it will only be used as a training centre and for work with "therapy ponies". What then is the need for the marquee when there will be a reduced number of visitors to the site, unlike when competitions have been held in the past.

Therefore, I do not see the need for such a large structure in what is essentially "open countryside".

1 The original application was based on a requirement to meet
Covid social distancing regulations in place at the time of the
application. As these are no longer in place there is no need for
the marquee/
2 The Applicant has publicly stated on social media that the centre
will no longer be hosting events for British Show Jumping, British
Dressage or British Eventing, again invalidating the need not
only for a marquee but also for one of its size,
3 Seeking an extension for a further period calls into question the
temporary nature of the marquee.
4 I ask that the application be put to the Planning Committee.
5 I suggest that permission be refused on the grounds of the
scale and need cannot be justified..

I object to this application on the grounds that the volume of visitors is putting a strain on surrounding infrastructure and increasing heavy traffic in a rural community. The marquee is being used for events other than equestrian. This application should also be transparent in that it's for Keysoe International and the entire site should need to go through an application for a change of use as this is just one of many applications (see CPREbeds.org). A stop notice should be issued to prevent any further activity ahead of planning permission.

I object to the planning application
22/02783/A

Under 21/01454/S73A the marquee was permitted to allow for social distancing.

Sine then the marquee has been used to host events/parties such as 'Caribbean Night' and private parties which have contravened the planning permission and included tannoy/music (both live and recorded). This is causing disturbance to the neighbourhood.

Other events more recently held have been a Christmas Fair and a Table Top Sale. Again these contravene the planning permission for the marquee.

All events are openly advertised on Keysoe International website and social media as having taken place and can be verified.

The applicant has stated on public forums that Keysoe International is now closed for Dressage and Showjumping events.
This therefore negates the requirement for the marquee as no spectators will be on site.

The original application for a 1 year temporary permission was submitted, as is common for this applicant, retrospectively and with no consultation with residents by the owner.
Over the past year many events have been held here and many have caused little or no disturbance. However, on the occasions where noise levels and/or time of operation have presented a significant disturbance, it has been impossible to contact KI to request them to reduce the volume. Email contacts and voicemails are ignored. Even when EH have been alerted, they have reported to me that they have also struggled to engage in any meaningful dialogue with the applicant. This means that, moving forward and with continued use of this marquee, there is highly likely to be significant and detrimental impact to residents, with no means by which residents can get their concerns addressed in the immediate, short or long term. I therefore object on those grounds.
Absolutely appreciate that KI needs to operate as a successful business and, given the painfully slow progress towards an end goal for the site which has yet to be shared with residents, the Parish Council or the Borough Council, continued use of a marquee appears the only way they can operate large scale events. However, if you do decide to extend the permission, then I would request that markedly more robust enforcement procedures are adopted so that the events can proceed successfully within the stated guidelines and nearby residents are not adversely impacted. Further, given the paucity of equine events in the KI calendar as it stands, I speculate whether this is to accommodate non-equestrian related activities. If so, this would represent a significant diversion from the current use again, with no consultation or sharing of plans prior to implementation.

I object to yet another retrospective planning permission application for this site, this time for something that was supposedly temporary. I also object to planning permissions being applied for under the name of College Farm, when the name they use for advertising is Keysoe International. If you look for planning under Keysoe International as I did, you would think nothing is going on. I only realised what was happening after seeing a report from CPRE.
