We would like to object against this planning permission for a number of reasons.
We are the direct neighbours with an adjoining wall and I feel like we have been impacted the most in the road.
Firstly the parking is an issue, they have at least three carers on site with individual cars for the one resident at the moment which causes issues in the road as well as noise which we will come back to. If they add another resident they will require more staff congesting the already small cul-de-sac road even more.
The property is not suitable for the young adult resident who has very specific needs. The young resident bounces a ball against our adjoining interior wall almost all day from as early as 6am to as late as 11pm and makes a lot of other noise throughout the day including screaming and banging.
We currently feel like we have no privacy in our garden or kitchen as number 3 has an extra few foot paving and the wall is not high enough which was never an issue in the past but since it has become a care home the resident leans on top of the wall staring into our garden and so do the carers, there have been times where we have been stood in our kitchen and carers have waved at us as they were leaning on the wall. They have also climbed over the wall to retrieve objects he has thrown over without consent and there have been incidents where my young grandson has been in the garden and the carers have lent over and spoken to him. We should feel safe in the confines of our garden but due to this we have barely used it in the last two years (we have photos to provide evidence). The resident has also tried climbing over the wall and the carers have had to pull him back. We erected higher fencing to try and gain some privacy but they have installed a trampoline right next to the boundary next to our house which they leave him in and he stares into our garden and house.
The carers have no regard for the property being in a residential area and we have attended the address a few times re noise late at night to be told abruptly that they cannot control him and were extremely rude. Their changeovers are at 7am and 10pm and they often arrive with their music blasting and sit with their cars running for up to 30 minutes almost every night and often have conversations between groups of them in the front garden and when asked to move it inside they ignore and continue which is very disruptive as we have a child sleeping upstairs.
The front garden is not enclosed and the carers often leave the young male to wander around without any care or consideration for example Sunday 20th Oct two carers were out washing their personal cars which they do at least twice a week and he was wondering around the front garden with another carer on the phone, he slipped down onto the floor which was wet due to the water and his top was caught on the wall and they did not notice for at latest 5 minutes and it was a cold day, he has then tried to run into the road and they have had to pin him to the floor and restrain him.
This morning my daughter came home and the young male was sitting on the wall in the front garden between our properties and he has wrapped himself around our tree amongst a rose bush with thorns and the carers have had to enter our garden to pull him off (have not spoken to her) and again he was pinned to the ground to restrain him and they carried him in by his arms and his legs.
On one occasion I was sitting in my living room and I felt like I was being watched and I looked around and the young male was sitting on the wall and leaning over and his face and hands were pressed against our window and this happened on two days running and the carers did not notice.
He has run off several times and has gone into other people's front gardens and on the last occasion we witnessed him licking our commercial dustbin with a carer beside him which is concerning for him.
These are just a few of the incidents and we have photos which we can provide.
We did contact the CQC but as the premises were not registered they did not do anything, we have also contacted the care company directly on more than one occasion and we are ignored. We do not feel like we can complain to anyone on site or off as they do not listen or care.

As the direct neighbour to this planning application I would like to object this planning due to a number of factors such as the limited parking space on the road, which is currently in overuse due to the number of carers for the one child at this time, should this be extended then more cars will be clogged on the road, I have spoken to other residents such as Number 2 and 4 Wingfield Close on this road who have the same concern. Secondly, I dont see how this road is fit to have a residential care home to accommodate 2 children, there are numerous areas around Bedford and Queens Park that can accommodate this, we have had multiple occasions where the current child thats living in the 'home' on 3 Wingfield Close has jumped across into our garden causing panic and concern, he even climbed up the shed and went across into the surrounding gardens too, which resulted us to complain to the carers agency responsible but the fact that now there's a planning permission to add another child makes this even more challenging for us as the direct neighbour to this. We also hear the constant loud noises made by the current child living there, we have a newborn child in the house that can potentially be affected should the extension take place.
Therefore I hope you can take these comments into consideration whilst you make this decision, but I must stress that the residents here feel strongly about the parking situation and myself and my family living at 1 Wingfield close have huge concern about this extension plan.
